The price of an Electrical Planning Report. Does the quote have to be recent?

No. A written quote from a BC provider from any date qualifies.

What makes a quote "for a compliant report"?

The report it describes must contain everything section 5.11 of the Strata Property Regulation requires: the report date and the preparer's details, the current capacity of the strata's electrical system, the existing demands, the current peak demand and spare capacity, the estimated capacity needed for future demands such as EV charging and heat pumps, practicable steps to reduce demand, practicable upgrades, and the capacity those steps and upgrades would make available. Why is the match on the compliant contents rather than on the whole quote?

Because that is the fair comparison. Every compliant Electrical Planning Report must contain the same information under section 5.11, so two quotes for that report can be compared directly. Where a quote adds items beyond the regulation's contents, those items are outside the match; we are glad to tell you plainly what they are.
